need command to convert text into upper or lower case

Select the text you want to format.

On the Format menu, click Font, and then click the Font tab.

Select the Small caps or All caps check box.

Lestat knows how to cut and paste from the Office Assistant.

OK that worked but I guess that only works in word. I was hoping for a more universal answer that I could use on other text editors, excel, etc... I thought I remembered from my first Computer Informations Systems class (on Windows 3.01) there being a command like that.

that type of command is specific to the operating system or application it is working within. Many different software systems have it, but I doubt you will find something universal.
 
There's a quickie in Word to change case of highlighted text, its alt-o then e. Don't know if that works anywhere else.
 
In Vi or Vim it's the ~ key. In BRIEF it's the command toupper or tolower. I don't think there's any generic upper/lower case standard.
