Search on ebay. I've bought machines for my kids off of Ebay and more than enough power for a $150 or less machine. You already have the monitor, mouse, keyboard, etc. Examples...

Make sure that you can reinstall the OS when you need to. This basically means having a Win98 or Win2K CD available. If you buy anything with less than 256MB of ram then don't expect XP to work on it. If you are planning just to browse and chat, think about taking a stab at a Linux instead of Windows. You'll be a lot safer on the web.

Shouldn't be an issue to get one good and cheap.

If my old AMD950 wasn't in use, I'd give you a good hookup, but that's the one that the kids are allowed to use occasionally and my gf uses as well.

I recently seen a new one at MicroCenter for $199. I think it had a 2800 processor?

I've been happy with my MicroCenter computer...it's about 4 years old now (with upgrades).

Ran on Linux which would rock for the net. hackers and virus writers don't mess with that system for a few reasons.

Ebay can work and Ebay sellers can also screw the living daylights out of you.
