It's the angle, you have a full range of motion. Believe me, it's exactly like the real thing.

As velvett says, if you lean forward you can speed skate as well, the movement starts up front and ends in the back, outwards... the both arms are connected with hydraulic pistons, so when you are finishing with the sweep of one arm the other kicks in, then you start and the previous one starts to go up... all in all it's a very well thought out design, you cannot really tell the difference.
