i'm a bit confused about your friend/specimen, blueta2. you originally referred to this person as a 'he' that became a 'she.' i'm working off the assumption that this is a dude who wanted to make his physical/hormonal/etc. profile as much like a woman's as possible.

but you're saying that the former 'he' was never really a male because 'he' has had a largely female genetic makeup all along, but wanted to remove some 'minor' external appendages and become more like the woman 'he' already is?

Hes right. Its a lot more than simply "oh I dont have a penis and balls so Im a real woman and everything is just dandy". Every man who gets involved with a woman does so assuming that the woman is a 100% female, not a male who got chopped on and given hormones. The psychological ramifications for both parties (not to mention the potential physical danger she puts herself in) are severe. I would also be willing to bet that if she decided to not tell anyone and it is found out at an inopportune time and she gets the hell beat out of her a court would probably not even find the guy guilty of any wrongdoing. Besides she might even regret going through with the surgery later on, Im sure thats happened before.
