It's called the Balducci Levitation... it quite simple to do actually.... your raising yourself up with one foot......but at an angle it looks like your lifting a few inches off the floor...

that info in that link seems to be written by somebody who is definitely not unbiased. He seems to have a personal dislike of Blaine. Actually, he sounds jealous. I don't know crap about how the trick is performed but his description is not how the trick was done on the special. Blaine was not filmed at an angle, but from the front or back at a distance that showed both the levitation and the people watching, it was not cut away shots. I don't know how it is done, but it is a damn good trick.
