Loose Skin, will it go back?

I finished losing weight (even though I still have a few remaining stubborn pockets) a year ago, I had loose skin and it still hasn't tightened up, people told me since I'm 17 it should tighten up but I don't think it has, I have love handles/loose skin on my stomach, and around my man boobs, Also between my stomach and chest I have this loose skin. WIll it tighten up or is surgery the only solution?
 
wait a year or too.

I am going under the knife in about 7-8 months.(if HGH doesnt clear it up)

I am 23 and it hasnt tightned up.

Some people believe rather than JUST loose skin, they were actually once cohesive sections of fat that have broken apart into much smaller pockets from diet and exercise. If that is the case, there is still more fat that needs to be burned in the areas that seem to be nothing more loose skin. The recommendation then is to continue pursuing an even lower level of bodyfat while preserving muscle with proper diet and exercise. Like the Isuzu commercial "go farther." That approach combined with use of a topical fat burner/diuretic like Yohimburn DF and skin firming products like Vitamin E and Emu Oil is your best bet.
 
I'm using Yohimburn and started going to a gym, I have some fat pockets and the stomach may be fat too, but even by my man boobs I have something hanging to I believe there will be some loose skin. Would you suggest intense cardio? How long would it take to loose it?
 
Well, I'm not sure the exact weight I lost, I got a resistance machine for XMAs 2 years ago, and by the time I assembled it was sometime in January, so between then and Feb 14 I don't know if I lost anything, but on Feb 14 I started my diet and I was 260/265, and my low was 177, right now I'm at 190
 
Apply the Yohimburn DF regularly as well as some Emu Oil mixed with Vitamin E at separate times. The topical Yohimbe will promote local fat mobilization. The topical caffeine will promote local water/fluid reduction. The topical Vitamin E and Emu Oil combo is one of the best for promoting renewed skin elasticity and firmness.

Combine that topical regimen with a cyclical ketogenic diet, 3-4 times a week lifting weights, and 2-4 times a week doing sprint intervals. Avoid long low-intensity cardio as it can promote fat-retaining rises in estrogen and muscle catabolism.

I would give this all at least 8 weeks for noticeable results before deciding which direction to go and surgery only as a last resort as 1. it's expensive 2. recovery can be long 3. there can be noticeable scarring.
