loose skin or fat lower ab how to get rid of it?

The only way to tighten your lose skin is to do some exercises and weight lifting. That was my problem before but I don't have time to go to the gym and so I bought my own dumbbells (bestadjustabledumbbellsreviews(dot)com/) and do the exercises at home. You can do the following:

Biceps - curls
Triceps - extensions, kick backs
Shoulders - lateral and front raises
Forearms - wrist curls, reverse wrist curls
Pecs - dumbell press (incline, flat, decline), flyes
Abs - standing dumbell side bends, dumbell crunches
Back - reverse flyes
Hamstrings/Quadriceps - squats, lunges, dead lifts
Calves - calf raises
 
if ur really skinny and always been skinny its probably just some belly fat.
did u lose a lot of weight?

If its loose skin from being over weight as a child it may never go away.... I have heard some theories of using various forms of GH and IGF to help tighten skin ( think anti aging type stuff) but nothing solid. I have the same problems lol. When I do ab roller or push ups I got a fair amount of hang.... Went from a size 46 pants to a 32 though so I did lose quite a bit of fat fluff.
 
retin a will help out loose skin quite a bit
needs to be a high concentration though and can result in a good deal of skin unpleasantness
