It's worse than that. As a non-Plat you get 20 hits per day. After hitting someone, you have to hit 20 other people before you can hit the first person again. This means that you can hit someone 20 times in 21 days as a non-Plat.

As a Plat you get 30 hits per day and need only go 15 hits between hitting someone again. Thus you can hit them every day and twice on 15 days out of 16. It's always nice to be hit twice by someone in the same day so just think of all the feel-good you can spread by being Plat.
