Long term storage of AS

Hey guys first posting, let's say you were overseas since'95 and you had some gear locked in a fireproof safe in a temperature controlled environment all this time some expires in '99 or so is it still as potent or has it broken down chemically somehow?

likely some loss of potency, though probably not more than 20%.
