By convention, when AAS concentrations are given, they are in terms of total compound mass (with the ester) not base steroid mass per ml. This is true even of pharmaceutical grade gear.
In rough numbers, test-e and cyp are both 30% ester while test prop is only 20% ester. So, 200mg/wk of test-prop is more testosterone than 200mg/wk of test-e.
However, the difference is mostly ignored by users (although, it's still nice to be aware of).
