Has anyone tried or heard of this? and how many mg per ml is it?

250mg prop. Reports are that it's too painful to use, I mean like pure debilitating pain.

Its definately NOT 250mg/ml. That's a difficult feat to accomplish. Even **'s prop that was supposed to be 200mg/ml was like 188mg/cc and it was so painful that it couldn't be given away.
