as to your question, thats whats called a challenge study. the LD50 for chloroquinone in rodents is 500mg/kg-1, they were exposed 970mg/kg-1 (a typically lethal dose). Its not at all reflective of dosing in humans, nor was it intended as such, it was merely a study showing the protective effects on the liver in animals given a lethal dose of chlorquinone.
as a note- Human dosing is rarely comparable to small animals who have significantly higher relative metabolisms. Though there are exceptions, however the study that you chose to question was not a dosing study nor a treatment study.
human studies typically use 600mg/day, though some have used up to 1800mg(almost exclusively with racemate).
