Lifting routine, Cutting or Mass gaining?

Hey everyone, im about 5'8, 175 lbs.. My upper body is in a pretty good muscular shape, but i want to add to it. My problem is, im not fat, but im not as cut as i want to be. My arms and chest are pretty cut but I want to make them much bigger and get stronger WHILE keeping them as ripped and cut as possible.. I dont want to gain mass without keeping them nice and cut. I feel as if im stuck in the middle and not sure what type of routine to go by, more for cutting, or more for bulking up.. I guess i just want that big muscle but very cut and dry and lean look at the same time. I'm Kind of lost on what excercises/routines to do. Any suggestions??

Diet is tailored to what you want to look like.

Routines have purposes in that to make you stronger, ect... Routines do not make you "more cut" ... eating the right foods do.

You have a lot of reading to do man.
