Dosage has nothing to do with whether a substance aromatizes or not. This is determined only by the chemical structure. Winstrol cannot aromatize because it is 5-alpha reduced, which means it doesn't have a double bond between positions 4 and 5, which is required for conversion to estrogen via aromatase. It won't aromatize at any rate no matter how much you take.
