Apparently you don't read the news. BALCO was under investigation since 1997. They were investigating pro bb'ers like Flex Wheeler since 1997.
The steroid control act was passed around 1992.
George Bush made his state of the union address before Canseco's book came out.
If anything the focus has been shifted from the little guy to people like professional athletes!
