Having grown up in southern Michigan, I can tell you that the upper midwest probably is the closest to the completely neutral speech that television personalities are trained to talk.
But many there still drive to the crick to warsh their car.
I always thought I sounded normal - but as of late I'm very conscious to this change in the intonation of the end of my words. I know that you can hear it...
