Who is culpable for mercury in freshwater fish? Despite what you may have heard, it's China that loads the atmosphere with mercury that is transported and deposited around the world in rivers and lakes; the United States is just a small contributor.

What leads me to say so? For one thing, research.

A report by the Annapolis Center for Science-Based Public Policy points out that manmade emissions of mercury worldwide range from 2,000 to 3,000 tons annually and that China's coal-fueled power plants accounted for 22 percent of the total in 1996, the most recent year for which figures are available.

Russia and India, both major coal-using countries, are not far behind China.

Compare that with coal plants in the United States, which release no more than 40 tons of mercury each year -- less than 2 percent of the global pool. Besides, in the United States, mercury emissions have declined under existing air quality standards, and this progress will continue.

Chinese officials make it clear that they will not sacrifice economic growth for the sake of the environment -- their own or the world's.
