I don't know if it's full on anti-catabolic, but it's muscle sparing in the sense that it will help you burn fat preferentially before muscle tissue.
In other words, take two genetically identical people, put one on eca, the other clean, and the eca one will have more muscle at the end of the diet than the control.
But if you are taking it just for it's anti-catabolic effects...I would ditch it and use dbol. Now that's anti-catabolic!
