I've answered a similar question about another ancillary from a legal perspective before. In short, HCG is not a controlled substance. Penalties for possession, if any, are minimal. Selling a prescription drug to somebody who has no prescription, however, is a completely different story. I don't post here much, so finding my post should be a cinch.

It is because of what it is used for not the actual drug. It is out there that these drugs are used by guys who use steroids. So you never know. I do not know what the max penalty is but in this day and age I would not put it past a judge to go hard on a guy with these meds in his posession.

If they catch you with HCG they can get a search warrant to search your place for gear.

I dont keep my gear at home any longer, and where it is kept its in a safe. I keep all my PCT/antiE supplies at home however. If somebody decides to search my place they wont find anything controlled.

My urologist prescribed it after I had a sperm analysis . My wife and I are trying to have a kid. This paragraph below explains it better than I can:
