No, roids are not OTC in the Filippines.

But you will surely find several pharmacists that will sell to you anyway.

All drugs are more expencieve than in orher asian countries but still interesting.
Sadly some super-products are restricted form clinic and hospital dispensation only, wich means that a cummon pharmacist cannot order them (like Vironate, Anazol 1000,...).

yeah, meds are not super cheap there. they might have vet products though. cockfighting is real big in the south, and i wouldn't be surprised if guys are juicing the cocks. As for Manila, yes you will find people who take your money...if you get anything in return is another matter (pulling scams on american visitors is a national pastime).
