"Internet Explorer is currently running with Add-ons disabled"

That message keeps popping up below my toolbar, what does it mean and what can I do to get rid of it or turn Add-ons back on or what teh fuck? robs? I already went to Tools->Manage Add-ons and the "Manage Add-ons" part is grey and unable to click on.
