Insulin down carbs turn fat or vice versa?

Let me get this straight on Insulin.

I thought that when Insulin levels are way up and then fall down suddenly (Like when eating a High glycemic food) that's when carbs are most probabe to be converted to Fat deposits.

Or is the other way around? Insulin up carbs probability to turn to fat up ?

Research or referenced are welcomed.

When your insulin is high your body does not convert carbs to fat, which is why you take in a lot of dextrose/maltodextrin after using insulin.

I thought the use of maltodextrin after insuling is to prevent going into an insuling coma, i.e. to get your blood sugar levels up.

After the muscles are satured with carbs the excess goes to fat regardless.

Increased insulin = increased nutritioning shuttling to muscles (and eventually muscles).

Please, someone correct me if I'm wrong.
