Incorporating Strategic Deconditioning

I don't want to follow HST, but I find that all the principles make sense. One which I'm particularly interested in that I've never tried before is Strategic Deconditioning/Deloading (SD). When would it be useful to bring this principle into my training? Some people say periodically, but I don't see a point to that.

I feel it would make more sense to bring it in once many of your lifts have stalled. You can continue to induce muscular hypertrophy for 3-4 weeks with the same weight, but eventually it stops being of any use. By the time one lift stalls, you can keep training for 3-4 weeks or so until others hopefully stall. At this time, you would take a week off so you can allow the muscles to become deconditioned and more susceptible to weight training again.

What do you think? Take off a week once gains stall, not periodically, correct? It just doesn't make sense to me to stop lifting if you're continuing to produce gains in size and/or strength.
