Yep.....the pres is kind of under the thumb of the military. Kennedy resisted and got squashed.

I think there were incredible tensions after the Cuban Missile Crisis, the military really wanted to bomb the missile sites. I suspect making him look like a fool at the Bay of Pigs was payback. Then Keneedy said fuck it and started pulling our troops out of Nam. Then he went for a certain car ride.
