I need advice

During the winter I put on a FEW extra pounds and now I'm having a hard time getting rid of them. Is there a steroid that will assist me in cutting the fat as well as bulking
 
I'd just stick to exercise and diet. You wouldn't be chub if you have a decent diet and exercise. You could go for a fat burner but in all honesty you should just work out. You haven't listed your stats, age, body fat, height or cycle history so no one is going to be able to help you unless you write those down. You could do two different cycles, bulk first then cut later but that depends on your stats.
 
Share the details of what and when you eat during the day. Also any exercise you do now, and'or would like to do. We can get you moving in the right direction. But steroids are not the way forward for you right now.
 
I eat 2 boiled eggs every morning for a mid morning snack i have a small bowl of fruit lunch is normally a spinach salad and dinner grilled talapia or grilled chicken with steamed or grilled vegies... I run 2 miles every other day and weight train daily.. And i take a Roxylean every morning

How big are you? That doesnt sound like enough food for an anorexic woman. Remember that if you cut calories too much your body will go into starvation mode and kill your metabolism.

You need to determine your maintenance caloric intake then cut say 300-500 calories a day off of that.

That is an incredibly bent diet. It also sounds questionable because if I ate that and trained every day I'd be about 130lbs instead of 260. Just have a normal high protein diet, focus on complex carbs over simple and make sure your body has enough energy to function otherwise your metabolism is going to slam on the handbrake. Don't starve yourself either, fuel your muscles and DRINK WATER. In the gym focus on high weight, low rep exercises, you burn fat quicker. If you go for a run, eat. Don't go to bed hungry. Get enough sleep.

If that is honestly your diet then go to the doctor because it is physically impossible for a man who does as much exercise and eats as little as you claim to gain weight.
