My asshole friend gives the poor pizza delivery girl who was pretty nice 1 freaking dollar as a tip. What the fuck is that? Why do people have to be a scrooge?

shiet. you think that is bad, my close friend takes toiletries from work so he doesn't have t spend his OWn money(which he makes a lot of), and never has any food in his fridge. he lives very austere, maybe a little too austere for my taste. little furniture, hardly any plates and silverware, jeesus, this guy just sucks. and on top of that, he is a bad host.

I've got one to top that. I"ve got a friend that probably clears 300g's a year. He took me to a barbecue restaurant and he ordered all you can eat while I had a regular plate. He had me put a ton of food on my plate and get a carry out box.

if there is a situation where I have to tip, I will tip a little more than needed. I try to put myself in that person's shoes that had just served me (or whatever), and see how I act towards them. then I compensate if I was an ass or they did a good job, unless I had hardly any or good service.

Actually, it is bad form to refuse a tip...even if it's an extravagant amount (I don't think $20 is too out there, btw).
Anyway, I always tip. I used to be in the sevice industry and I know how important tips are to a bartenders/servers income.
If it's a hot girl serving me food, she gets 20% unless the service really, REALLY blew.
Otherwise it's 10%-15%, which is perfectly acceptable, imo.
$2 for a pizza driver
$5 - bellboy
etc.

I tip when it's warranted. If I order a pizza and am told: "30-40 minutes" and it comes after 40 minutes, I don't see any reason to leave a tip (but I give a dollar anyway). I think tipping people for doing their jobs is the dumbest idea ever to be conceived, but people seem to think it's OK. If you do the bare minimum, expect the bare minimum. If you bring me that pizza nice and warm in 20 minutes, then expect a reward.

In France... well, at least in Paris, you aren't supposed to tip - this was very weird to me.
But there, if you go to the same place frequently, then it is smart to tip the waiter/waitress that you tend to have so that they will like you and give you better service when you come again.
Even just a small tip there and the people that are normally rude and snooty act as if you just gave them a new car.
In Bermuda the tip (15%) is built into the bill in resteraunts - so this means that they have no incentive at all to give you better service. So they tend to be rude, slow, and lazy.
And then the tourists don't usually know about the tip thing and will then tip on top of that, so a waiter/waitress job there is a pretty good gig - especially since there is no income tax there.
Here in the states, like what Taps said, if it is in a resteraunt, I tend to give 20% tip, mainly because it is a very easy calculation (although 15% is pretty easy too). They have to have been a total fuckup to not get that, but then I tend to leave a much shittier tip - 10% or so.
I can't stand people that are tight with money... or I should say that I can't stand people that are tight with money when they don't need to be. I have a friend that makes as much or more than me, has way fewer expenses, yet is the cheapest asshole out there. It makes it a pain in the ass to do anything with him because he is always trying to weasel out of any money at all, so everyone else gets stuck with it, so I just try to avoid him all together.
He is one of those types that will look at a food bill and then calculate out only how much he ate, then off of that figure tip - refusing to take into account tax with the tip saying that the wait person is only doing the food, etc etc.
