I found proscar and armidex in Tijuana, Mexico. Is it fake?

It took about 25 different pharmacies to find armidex. They have 28 tabs of armidex for $240 and 28 tabs oof Proscar for $55. Does anyone know if these are counterfeited in Mexico because I have never heard of them being available in Mexico
