how do i shrink a picture?

i want to add an avatar but have no idea how to shrink it.

put it next to a larger picture. it will instantly seem smaller.

and then when you open your avatar with it, go to
Image-> Resize/resample

and specify all the nasty details there.

hit the "back" button, if you didnt like what you made, and try again.

Print picture on plastic laminate.
Put picture in oven.
Remove picture....

Voila, a shrunken picture.
