How do I find out the owner's info on a license plate #?

I keep seeing this car in my parking lot and it drives away when I come out. Is there any free way of finding out who the owner is?

What state are you in?

I'm in Wisconsin, and don't know anyone in insurance.

I don't know of any other "free" way to do it, unless you know a cop.....

The DMV will give it to you, but there is a fee (go onto your local DMV website)
