House raffles?

Has anyone seen these house raffles on the news lately? Is the market that bad that these houses cant sell? I saw there is one in NJ but not the greatest area. This one is in IL.

Does anyone actually win? there was a scam awhile back about no one winning the raffles here and when there was a winner, it was a crony of the seller.
