Hot Karl?

WHat the hell is a Hot Karl? I saw the term used on South Park, and in the context in which it was used it was hilarious. The only problem is that I don't know exactly what occurs when you give your partner a Hot Karl.

.....Christ, I hope May doesn't answer this for me. I just thought of that. It WAS Mr. Garrison talking about it...
