Tobacco and alcohol are more harmful than cannabis and cause greater social and health problems.
Outlawing cannabis whilst allowing tobacco and alcohol is very hypocritical and largely aimed against a section of society that doesn't conform to the standards set by our governments.
Keeping cannabis illegal is also a revenue raiser for customs, police and prison industries. Because of its widespread use and importation police and customs services can claim more resources for more work they need to do. Whilst serious customs work such as stopping slave-trade of women and illegal immigrants and police work such as investigating serious crimes against people are neglected many hours of police/customs officers, prosecutors/judges etc are spent on dealing with drug users, who don't really harm anybody, but perhaps their own lungs and brain cells.
Get drug junkies out of prison, and into rehabilitation if necessary. Keep those prison places free for rapists, murderers and childmolesters.
And keep police, customs and the justice system away from wasting their time on cannabis users and onto the real task of locking up the bad guys.
