hgh no vacuum seal

does all vials of hgh have to have the vacuum seal. like when you try to put bac water in it, the vial sucks it up by itself without you pressing the plunger. i have heard that if it doesnt do that, then the air inside the vial can damage the hgh. can someone chime in on this.
