For the serotism 128 iu kit. Each vial contains 18 iu's and each sterile water vial contains 1 ml. If I wanted to use 2 iu's, I would take .1111 cc right?

Exactly! 1ml/9 doses per vial

Get slin syringes, it will be much easier to dose. They come in much smaller increments. Try measuring .1111 on an ordinary 3ml syringe, difficult to say the least.

its not that hard to measure out 1.1ml using any syringe with a pin small enough for sub q injects
