You're at the gym
There is this girl you hardly know/don't know at all
She has a nice rack and wears a top which let you have a full 3D view on her goodies
She is doing bent over row and such movements

Is it a socially acceptable behavior to look (/stare) at her tits?

In other circumstances it would probably be not too polite
But, here, if she is wearing such an outfit and doing such movements in front of everybody she must be aware and ready to face the obvious consequences

I agree. If she's wearing something like that then she knows that there will be people looking. I wouldn't sit and stare for a long period of time but if you glance, I don't see the harm. I usually wear sweatshirts or long sleeve shirts specifically for that reason so it isn't like she doesn't know...
