Graphico Testico - how cool are u

Ok folks,

Just a quick question. What is a good and free graphics programme I can download to my pc for free and not worry about spyware and all the other crap being installed on to my pc at the same time?

I am basically looking for something a little more advanced that windows paint whereby I can resize images and play around with colour degrees etc. I do not need something fancy like photoshop or similar programmes that I need a degree just to understand how to open a photo
