at any given moment there are muscle fibers contracting in a muscle even at rest
those with better "tone" have more contracting muscle cells at rest
this comes from conditioning and of course weight training
makes the muscle "harder"
simplified and just going with I remember frorm microbio 20 years ago

i think the origonal statement was intended as a smack in the face to people that say "i just want to get toned, not big."

I think one would have to a female teasing another female with the pink 5lbs dumbells that would use anything heavier because she just wanted to "get tone" not actually grow muscles.

ya think maybe if you could simplify things for people new at the game it might help them?
I'm not talking about anyone here
but I often get asked about how to get "toned" and I mix into my answer that 15 second or so explanation

Close she is talking about Amber, and yeah she stoped refusing to give me any. Anywho, I fell inlove with her, but she is abou to move home, 7 hours away to do her internship, and probably will not come back (she does not need any more classes to graduate) until graduation day. Suck.

I do go to class, and am an honor student...however I do not study much. I find hours of studing on a daily basis to be unecissary to make an A in 70% of classes. This leaves enough free time to have sex, work out etc.
