I don't take anything away from Biggie's flow....he's got better flow than Pac. If that's your sole basis of criteria.
I just see through the music to the message, the emotion, the fire......Pac had all that and he hit deep, whatever raw emotion he was expressing he made you feel it. That's why Pac is the best, his anger, his passion, his fire, his soul.......nobody since had that, nobody ever will again.
Pac was no angel, don't ever think that, he was human....that's why people could relate to him so much, that's also what made him such a divisive figure in rap. I'm not gonna make any excuses for some of the things Pac did, because some are inexcuseable. He was a conflicted individual, he had alot of "things" going on, but he was evolving and maturing. He was just cut short by a slight case of lead poisoning. It's just a matter of situations he put in motion catching up to him before he could make that last step....such is life. Actions set in motion by you can always have longlasting reverberations.
I just think Biggie could have, should have made a stand when he had that opportunnity......and he didn't.
