Because Biggie could have negated alot of the things that happened but he didn't stand up or even try to prevent anything.....

He was partially responsible for that NYC shooting, he knew about it and he didn't have an consideration for Pac. If Biggie, Puffy would have had their way, Pac would have never survived that.

Then to deny any involvement when the shooters were friends of Biggie's was the final insult. When Biggie let his fear take over, he essentially killed both of them......'cause you had to know that Pac wouldn't rest 'till one of them was dead. That's the way I see it, it was a heated time.
