Nit sure if I understand the question. For serono the conversion looks like this:

4mg = approx 12IU
5mg = approx 15IU
6mg = approx 18IU
8.8mg = approx 26.4IU

Well, thats open to debate. Supposedly export kits dont have a halogram and thats the only difference. However, there are counterfeit export kits floating around, most of these are NOT made by serono, however they do appear to contain properly dosed GH(from customs siezure and tests I have seen).

Export Kits are not Serono GH, they are filled with Chinese GH, which may or may not be equivalent in potency, its a personal preference. Anyway, Serono contracts out to Mexican Laboratories, and they rebottle the chinese GH using the Serono name, its the only way that shit would sell.

Nim got it right -- this has been surprisingly somewhat of a well kept "secret". And yes, it is still an open debate - I've heard both negative (sometimes very negative) and some positive reports on exports - personally, I'd go with domestic if you can although prices are typically 20% higher than export kits.
