Go to the training forum and read the sticky about training info. Choose a program that will make you track your progression (of weight lifted) and go with that and some cardio. You've been working out for 2 years and are the exact same weight. Either your bodyfat was 48% and you've got it down to 28% or your routine sucks ass. Not sure what you're doing but I'm pretty sure you could be doing better.
Cut your carbs down to minimal - low GI carbs in the am. and high GI carbs only post workout. No carbs after 6pm (unless your workout is after 6pm - but only protein and veggies at dinner). Don't eat fast food. Don't eat carbs with fats. Make all your fats healthy fats. Fish oil, olive oil, flax oil are good sources.
Get a good green tea extract. It's cheap, a great antioxidant, very good for your health, and a proven thermogenic (fat burner). Find one with levels around 90% polyphenols, 70% catechins, and 50% EGCG(epigallocatechin) - or better. Take the equivelent capsules to 10-12 cups of green tea (should be about 4 caps).
Eat about 1.5 grams protein per lb. of bodyweight. Eat your protein first in a meal, your carbs next (very little of these) then veggies (lots of these, like brocolli - yum). Fats should be taken last, but never with carbs. You can combine your oils (like a tbsp or 2 of olive oil) in a protein shake (again, protein only, no carb loaded weight gain shake). I hope this goes without saying but make sure you break up your meals into like 5-6 meals a day or so (smaller portions throughout the day).
Diet is going to be about 80% of your focus, because it's about 80% of your problem. Keep a journal of what you're eating if you don't believe me. Start a log for your workouts too. Keep your diet as clean as possible. Steroids are defnitely NOT your answer at this point. You'll gain weight and probably not lose any.
You may also consider hiring a personal trainer if you're really frustrated and feel you've been doing everything mostly correct so far.
