the news media erroneously (as usual) ties GBL/GHB to steroid use (they actually used the term performance enhancing drugs (CNN+FOX))
now its not entirely unfair as GHB did gain prominence as a supplement sold at GNC (until 1991) and was widely used by bodybuilders as a sleep aid and to increase GH(also increased prolactin- more significantly)-- and as a party drug/alcohol alternative for bodybuilders.
GHB is the substance that induces sleep quickly. I think it is associated with steroids because some steroid users use it to help them sleep deeply when their cycle includes sleeplessness.
GBL is a precursor to GHB. It can be converted to GHB in a home laboratory, but if you ingest it directly, enzymes in the body quickly convert it to GHB so it acts about the same.
BDO is a precursor to GBL. Enzymes in the body also convert it to GHB so it acts like GHB in the body.
GHB users sometimes substitute GBL or BDO if that is what is available. The three are almost interchangeable and work about the same in the body.
1,4 is signficantly different due to its metabolism (for sleep, not such a big difference) but with respect to addictiveness and other impacts- its quite different because of its extended metabolism and reduction.
IMHO (based on both metabolism and observing a number of users) 1,4 is significantly more addictive than GBL or GHB. (GBL may be slightly more addictive than GHB, though cant say that with certainty.)

Maybe that's technically true, but from personal experience I disagree. I have used BDO in the past (1,4-butanediol) and did not find it to be at all addictive. It was about as habit forming as a glass of wine before bed. But then, alcohol can also be very addictive for some individuals.
As far as "getting you high" or making you fall asleep, I'm pretty sure all three work very similarly.

this is not a technical argument, though it does follow that line as well.
from an observational standpoint, numerous GHB users (long time rec) became highly addicted to 1,4.
GHB is not itself particularly addictive, unless you use it frequently (including during the day)- the physical withdrawal symptoms from heavy abuse are significant and quite unpleasant.
the issue with 1,4 is that its extended metabolism CAN mimic the "day time" use pattern (this depends on individual alcohol dehydrogenase and other enzyme complex production and repletion (the enzymes that convert 1,4 and gbl to GHB)
