So the douchebag manager is trying to get your friend to sign what - work release from jail papers? Work release for a drivers license papers?

Of course he can refuse to sign it and is probably better off going that route. If he signs it he is acting like has the authority which doesn't seem to be true. Usually legal documents are like affidavits and you can be held legally responsible for anything you state and then sign off on.

it's a work release for work. If he didn't have a job, he'd get the automatic 30 day jail sentence for back to back DUI's before the first case was even closed.
