Friend or an A-hole?!?...

Wassup guys,
I have a question/problem...(slightly petty)
I know this guy,we used to hang out all the fucking time(best friends),then our friendship sort of faded out for a few months,then recently we started hanging out again. So, we were supposed to chill on tuesday(had it planned),but he just dissapears. He fucking disappears on wednesday and tonight. He basically fucked up my plans,because I could've done other shit but he just disappears and doesnt let me know he's unavailable etc.
So I call one of my buds tonight,and this guy(the friend in question) is hanging out with one of my buds and fucking ingores me.
He never phones to say "sorry for fucking up your own plans".
So basically, He pissed me the fuckoff,and doesnt do anything about it.
Should I still consider him a friend or just consider him an A-hole and cut him loose? The fact of the matter is I don't like being jerked around.
