forced or negatives reps on bench

hello all,

I was just wondering what the piont of forced reps as well as negative reps were for?

Would 5 sets of 3 at 95% of your 1 rep max be considered forced reps?

How would this kind of a routine help you?

I asked because I spotted a guy at the gym today who was trying this.
 
Now that I remember it,

It complete workout was

warm ups 135lbs

3x8 185lbs failure
3x3 230lbs forced reps
170lbs quarter reps lower 6 inches.

Is there anything wrong with this? Would it be effective?
 
how much were were you helping him? If I was doing something similar I'd scream at you if you touched the bar and I didn't tell you too.
