A lot of jobs require you to speak a different language than your native tongue. However I do find it odd that the English speaker is required to speak Spanish in an English speaking country instead of the Spanish speaking workers being required to speak English. However, if they make fluency in Spanish a requirement, then so be it. If Spanish speaking is listed as a requirement for a job, then either don't apply for the job or learn Spanish. The company or government agency that is doing the hiring limits their pool of candidates for the job, but it's up to the employer to decide what the qualifications are.
I find it sort of funny that right wingers usually against the government interfering with businesses. However, when something like this happens they usually demand that the government intervene. If you want absolute freedom for business, then you must be willing to accept it when businesses do something you don't like. You can't have it both ways.
