I guess you could try emailing hotmail and ask them for the person's name or ip. You probably won't get much of a response. It is very difficult to find out who owns an annonymous account such as "hotmail" or "excite" .

You could set-up an e-mail that says they've won somekind of contest, and have a phone number for them to call. When they call, look at the caler i.d., then call information and tell them that someone called and was harassing you. If you ask, they'll tell you who the number belongs to. If they want you can use a reverse telephone number look-up on the internet, it will give you their address and name. Be sure to create a fake e-mail address to e-mail them, something like [email protected]. Hope this works for you, it worked for me once.

'Hacking' a hotmail account is very easy (or atleast it used to be), I suspect if one searched the net on the topic one could easily find out how.
