Yes approx 12 hours after so if i train it will hit me the next day when I wake up.
No I do not break out in any rash
My eyes are not swollen but red around the eye lids
And yes I described the feeling to my doctor as feeling similar to a hangover
As for the itchy feeling I guess its normally around the area I ahve worked out so for example if I train my chest my chest will itch and so forth.
I had been training for 10 years before this happened and I just want it to stop making me so miserable and unhappy I even stopped training all together last year for approx 6 months but I dont ever want to stop training
The doctor just does not know what it is he did say I had I high CPK ( Creatine phosphokinase) but said that was normal due to the bodybuilding.

Without knowing whether it's CPK-1, CPK-2 or CPK-3 that's kind of useless information.
Anyway, try Benadryl next time, take it according to package instructions starting the day you intend to exercise, before you exercise. Take it for a full day. See if it helps. If not, well, we know what it isn't. There is such a thing as exercise induced allergy, it's damned rare but its the easiest thing to eliminate (hence, the Benadryl).
What's weird is the time lag, the 12 hour thing. If it was exercise allergy it would kick in almost immediately, not 12 hours later, same with a contact dermatitis or other environmental allergic reaction but it still doesn't hurt to try. Same thing goes for exercise induced migraine (that might affect the eyes/vision but not the itchy thing). You could have two things combined (i.e., migraine and allergic reaction), but it would be almost impossible to have the same symptoms occur, simultaneously, under the same circumstances again and again if that were the case.
The more ominous thing that comes immediately to mind is called myopathy, particularly dermatomyositis (except that normally is accompanied by a rash).
If the Benadryl doesn't help, then I
really think you need a referral to a neurologist. Ask them if they would like you to exercise the day before your scheduled appointment.
