Basically its a red-light, yellow light, green light system. Red meaning, don't bomb. Yellow meaning, spread your karma and stop giving green to all potential targets (non plats). Green meaning let the bombs rain from the sky.

Some people are not, it only takes 4 precision guided bombs to have the effect we desire, so not everyone's alert status has been elevated.
