There are countries that do this.
However in our country we have a basic level of respect for people.
Those that commit crimes are stripped of many of their rights and confined. They should not be treated as animals.
Thinking along those lines - categorization pf people and removing their humanity - has ruined many a great civilization.

What is up dude? Consider the low crime rate in Singapore? If there is a crime, it is punishable by flogging. This means there is a real consequence to thier actions. People here are not afraid to kill bc it is only 4-5 years in a commfy jail. What if there were physical punishments instated to deter crime?
