no, it means tuck your elbows a bit. basically instead of having your arms out at a 90 deg angle(perpendicular) from your trunk it should be more like a 45 deg. this is easily accomplished by lowering the bar lower on your chest/abdomen.
Elbows in means don't let them flare out, i would guess the form is kind of like a close grip bench without the close grip. I am 6'3 and put my first finger on the ring. or a little wider. It takes a little while to learn how to bench this way with the elbows in, back arched, blades pulled back, and to the top of the abs.
